Cornelius Fudge is the Minister of Magic in the Wizarding World. He may be based on British Prime Minister Neville Chamberlain, since the two men share many similarities. Chamberlain appeased Nazi Germany in World War II, and was leery that Winston Churchill was going after his job.
Similarly, Fudge does not mount any attacks against Voldemort, avidly denying the evildoer’s existence. Also, Fudge fears that Albus Dumbledore was after his job.
His last name, Fudge, alludes to his inadequacy as a leader since the word fudge means to “fake” or “dodge.”
